On 100th day in office, Jaya shifts Tamil New Year back to April

Tamil Nadu Chief Minister Jayalalithaa celebrated her 100th day in office, in style by nullifying yet another decision taken by former Chief Minister Muthuvel Karunanidhi, her arch rival. She shifted the Tamil New Year Day back to the original month of Chithirai (mid-April). The previous Karunanidhi regime had in 2008, by a special resolution, changed the age-old Tamil New Year Day from Chithirai to Thai (mid-January).
Karunanidhi who never misses a chance to make fun of the Hindus for their rituals, had asked them to observe Tamil NewYear along with Pongal, the harvest festival. This had evoked wide protest from the people of the state. Interestingly, the people continued to observe Tamil New Year Day in Chithirai though Karunanidhi and his ministerial colleagues used to extend New Year Greetings along with Pongal festival.
“Members of the public, archealogical experts, pundits, astronomy exponents and others have expressed the opinion that the DMK goverment's 2008 decision to shift the Tamil New Year was against the practice of centuries,” said SP Shanmuganathan, House by Hindu Religious and Charitable Endowments Minister, who tabled a Bill in the Assembly to revert the New Years Day back to mid-April.

"They requested the government to revert the Tamil New Year to the month of Chithirai," he said.
Karunanidhi had claimed that the decision to shift Tamil New Year Day was taken in view of the 'consensus' amongst Tamil scholars that the first of Thai is the first day of the Tamil year. "Till now, the people celebrated April 14 (the first of Chithirai, an auspicious month for conducting marriages) as Tamil New Year Day. Now those who celebrate Pongal as the festival of Tamils can celebrate it as Tamil New Year Day also with redoubled joy', the erstwhile government order had said.

Jaya distributes Freebies on sep 15 2011

Starting today, 9.12 lakh laptops will be distributed free to students in Tamil Nadu in the next year.

“The Government have decided to implement the scheme of free distribution of laptop computers to the students studying in Government and Government aided Schools and Colleges in the state to facilitate them in acquiring better computer skills. His Excellency the Governor of Tamil Nadu in his address to the Legislative Assembly on 3.6.2011 made the following announcement, “This Government will also implement the scheme for free distribution of laptop computers to students and commence the distribution from September 15, 2011 to cover all the plus one and plus two students in Government and Government Aided schools and students in Government and Government aided colleges in a phased manner. During 2011-2012, laptops will be distributed to 9.12 lakh students,”" says the abstract of a government of Tamil Nadu order.

The laptops will not carry the logos of the manufacturer, but, instead will have a smiling Chief Minister and the logo of the state of Tamil Nadu facing the users. Reuters.That’s not the only freebie citizens of Tamil Nadu will get from their new government. Women in Tamil Nadu are to receive free electric fans, mixies and grinders – “to make them effective participants” in the economy.

“To make women more effective participants in the economy, it is imperative to provide them some relief and comfort from the strenuous domestic activities. Therefore, the Government have decided to distribute a package of electric fan, mixie and grinder to all the women from the families holding family cards which are eligible to draw rice as a welfare measure. This scheme is aimed to improve the standard of living of the poor women, apart from providing equal opportunities by making available these modern domestic appliances to them.

Nearly 1.85 crore women beneficiaries from the households holding family cards which are eligible for drawing rice as on 30-6-2011 will get this benefit. During 2011-12, 25 lakh households will be covered and all the eligible beneficiaries will be distributed these appliances in a phased manner. For this purpose, a sum of Rs 1250 crore has been earmarked in the current year budget.

That’s a lot of procurement, negotiations, implementation and installation. So who will make sure that the Tamil Nadu’s CM’s promises are implemented? A new department, which will do nothing except delivering on these promises, the Department of Special Programme Implementation.

The Department of Special Programme Implementation will function like a super ministry, with all ministries concerned with the freebies reporting to it.

“The department of Special Programme Implementation aspires to bring in significant qualitative and quantitative changes in the implementation of various schemes through effective monitoring with a missionary zeal, relentless dedication and sustained commitment,” says the order setting up this department.

For the moment, dedication and commitment to Jayalalithaa have been demonstrated. The laptops will not carry the logos of the manufacturer, but, instead will have a smiling Chief Minister and the logo of the state of Tamil Nadu facing the users.

மாணவ, மாணவிகளுக்கு இலவச லேப்டாப், விவசாயக் கூலித் தொழிலாளர்களின் குடும்பங்களுக்கு நான்கு ஆடுகள் அல்லது ஒரு மாடு, ஏழைக் குடும்பங்களுக்கு MIXIE, GRINDER, மின் விசிறி வழங்குவதும்தான் அந்த திட்டங்கள். அரசு மற்றும் அரசு உதவி பெறும் பள்ளிகளில் பயிலும் பிளஸ் ஒன் மற்றும் பிளஸ் டூ மாணவர்கள் மற்றும் அரசு மற்றும் அரசு உதவி பெறும் கல்லூரிகளில் பயிலும் மாணவர்கள் 9 லட்சத்து 12 ஆயிரம் பேருக்கு இலவச மடிக் கணினிகள் வழங்கப்படவுள்ளன. இந்த ஆண்டு, வறுமைக் கோட்டிற்குக் கீழ் வாழும் 1 லட்சம் விவசாயக் கூலித் தொழிலாளர்களின் குடும்பங்களுக்கு, தலா 12 ஆயிரம் மதிப்புள்ள ஆடுகள் வழங்கப்படவுள்ளன. இதே போல், 12 ஆயிரம் விவசாயத் தொழிலாளர் குடும்பங்களுக்கு தலா ஒரு கலப்பின கறவை மாடு வழங்கப்படவுள்ளது. அரிசி பெறத் தகுதியுள்ள குடும்ப அட்டை வைத்துள்ளவர்களுக்கு இலவசமாக மிக்ஸி, கிரைண்டர், மின்விசிறி ஆகியவை வழங்கப்படும். இந்த ஆண்டு சுமார் 25 லட்சம் குடும்பங்களுக்கு இவை வழங்கப்படவுள்ளன. இந்த 3 திட்டங்களுக்காக நடப்பு பட்ஜெட்டில் 2 ஆயிரத்து 353 கோடி ரூபாய் ஒதுக்கப்பட்டுள்ளது.

Jayalalitha forms two clusters for rural development

Jayalalitha forms 2 groups to develop poultry farming in Tamilnadu. Seven(7) districts will cover this 2 groups which are Villupuram group and Sankarankoil group. Villupuram group has covers the districts of kadalur, Villupuram, Ariyalur & Perampalur and Sankarkoil group covers Nellai, Tuttucorin & Viruthu nagar districts. It costs Rs. 20.31 crores. Totally 230 farms will be formed in these 7 districts.

Karur, Madurai, Sivagangai and Nagapattinam districts are choosed to develop local chicken growing farms by the cost of Rs. 2.04 crores. It will improve the personal background of village peoples. Also it routes the Tamilnadu will become No.1 spot in agriculture.

Jayalalitha orders to form 20 new vetenary Medicals by the cost of Rs. 6 crore. It will save the huge losses from the diseases.





Fishers of Tamilnadu will get more kerosene allowance from today. Fishers those who are all having Small boats will get this subsides, government stated. They will get 250 litres of Kerosene by the same price of Rs.25/litre. Earlier they were got only 200 litres. Also Nellai, Tutucorin & Kanniyakumari district fishers will get extra of 100 litres. It costs Rs.45.60 crores.

Jayalalitha announces New health insurance for Agriculturalists and Cancer speciality block in Chennai Royapettah Government Hospital

Honble Chief Minister J.Jayalalitha started a Elobrated Medical Insurance scheme on January 11, 2012. From this scheme, every poor family would be benefited a lakh rupees per year for 4 years and for special treatment upto 1.5 lakh of rupees to be allowed. Now jayalalitha extended this scheme to farmers and agricultural labours.
Jayalalitha ordered to improvising the cancer treatment in Tamilnadu. For this, jayalalitha sanctioned Rs. 2.61 crore to buy the cobalt insurments for modern cancer treatment to Thanjavur, Coimbatore and Thirunelveli goverment hospitals.
Cancer treatment section has been established during the year 1978 at the Chennai Royapettah hospital. Jayalalitha ordered to construct a new building for this section from the cost of 17 crore and it will be finished very soon. Also Jayalalitha ordered to buy new machines, medical instruments, wood items and clothes from the cost of Rs. 6 crore 46 lakh 500 thousands. From this block, 83 medical related and non medical related jobs will be created from the cost of 3 crore 53 lakh 19 thousand and 600 rupees.

Jayalalitha gives free sewing machines to economically weaker families

Jayalalitha started a scheme to give welfare measures to develop the economically weaker districts on 2001-2002. From this scheme, jayalalitha gives 1600 sewing machines to Backward classes, Most Backward classes, Denotified commuities and Minorities at 8 districts for this year. These economically weaker districts are Perambalur, Sivagangai, Thiruvannamalai. villupuram, Dharmapuri, Dindugal and Krishnagiri. It will give cost of Rs. 57.60 lakh to government. Jayalalitha gives bonus cheques to the highly performed milk producers in the state

Honorable Jayalalitha handed over bonus cheques to the high performing milk producers in the state to four districts of Madurai, Kovai, Salem and Thiruchy at chennai secretariat.
Kovai district milk producers performed the amount of Rs. 15.40 crore. So 21,189 milk producers from Kovai district is getting Rs.50 per litre of milk and totally they get Rs. 4.10 crore of bonus cheque.
Madurai district milk producers performed the amount of Rs. 7.23 crore. So 27,856 milk producers from Madurai district get Rs.50 per litre of milk and totally they get Rs. 2.41 crore of bonus cheque.
Salem district milk producers performed the amounts of Rs. 13.90 and Rs. 15.74 crore from last two years respectively, So 52,277 milk producers from Salem district get Rs.50 per litre of milk and totally they get Rs. 7.96 crore of bonus cheque for first year and 52,437 milk producers from Salem district get Rs.50 per litre of milk and totally they get Rs. 7.27 crore of bonus cheque for second year.
Thiruchy district milk producers performed Rs. 10.84 crore, so 48,414 milk producers get Rs.50 per litre of milk and totally Rs. 5 crore.
Jayalalitha ordered to distribute this amount to their representatives of these districts.
Highly performed districts of Madurai, Kovai, Salem and Thiruchy from 17 milk producing districts get Rs. 26.74. Totally 2,02,173 users will get this bonus, jayalalitha said. Jayalalitha participated the presenting Ceremony which held at Chennai secretariat and gave the cheque amount of Rs. 26.74 crore on August 11, 2012. Milk welfare minister and other officials were participated in this function.

Chief Minister Jayalalithaa on Thursday expressed serious concern over the recent attacks on Tamil Nadu fishermen by the Sri Lankan Navy and urged the Union government to take firm action.

In a letter to Prime Minister Manmohan Singh, she said the Sri Lankan Navy had once again started committing atrocities against innocent fishermen of Tamil Nadu. The latest incident of firing clearly indicated that it was trying to create an atmosphere of panic, fear and tension among the fishermen who sought to eke out their livelihood peacefully.

“The incident should be viewed against the background of the massive protests by Members of Parliament from Tamil Nadu against the atrocities of Sri Lanka on the Sri Lankan Tamils and the demand to take stern action against the Sri Lankan government for its human rights violations…,” she said.

Ms. Jayalalithaa said the incidents of firing and arrest of fishermen were an indirect attempt to intimidate the Government of India and browbeat it into not raising voice against Sri Lankan atrocities on innocent Tamils in the international fora. The Government of India should not be a silent spectator. The Sri Lankan government should be advised to desist from using force against innocent fishermen who have been fishing in their traditional waters for centuries, she added.

We won’t host Asian Athletics Championships: Jayalalithaa

Stepping up her campaign against the Sri Lankan government after the emergence of what appeared to be new evidence of war crimes, Tamil Nadu Chief Minister Jayalalithaa on Thursday announced that the State would not host the 20th Asian Athletics Championships to be held here in July.

The participation of Sri Lankan athletes would hurt the feelings of Tamils, she said, in a statement. The Asian Athletics Association (AAA), Singapore, which conducts the championships, would be asked to conduct the event elsewhere.

The Chief Minister on Wednesday condemned the Sri Lankan government over the alleged cold-blooded killing of Balachandran, son of the slain LTTE chief V. Prabakaran, terming it an “inhuman act”.

Ms. Jayalalithaa said her government wrote to the AAA, seeking the exclusion of the Sri Lankan contingent from the event. This was in view of the Sri Lankan government acting repeatedly against Tamils.

The sporting body had also been requested to intimate Sri Lanka in an appropriate way the State government's decision.

The AAA was requested to inform the State government of the follow-up action. Copies of the government's letter to the Association were sent to Secretaries of Union Ministries of External Affairs and Sports. “But there has been no reply or information from the Association so far,” she pointed out.

Ms. Jayalalithaa added that “since there has been no favourable response from the AAA, my government will at no cost accept holding the event, in which Sri Lanka is also participating, in Tamil Nadu. Tamils also will not accept it.”

The Chief Minister recalled that she ordered the return of Sri Lankan football players who were in Chennai for a friendly match in September last.

In July and August, after she stoutly opposed training given to defence officials of Sri Lanka at the Air Force Station, Tambaram, near Chennai, and Defence Service Staff College, Wellington, in Nilgiris district, the officials were withdrawn from the training programmes.

The Chief Minister said she had written a number of letters to Prime Minister Manmohan Singh that no training should be given to Sri Lankan officials anywhere in the country including in Tamil Nadu.

Tiruvallur (TN), Sep 15 (PTI) Tamil Nadu Chief Minister J Jayalalithaa today insisted that the sops given away at no cost by her government were aimed at uplifting the poor and the oppressed, but that some persons were trying to malign the effort as freebies.

In her address here at the launch of the Special initiatives of her government such as providing laptops to students, and milch cows and goats, all at no cost, she said that these were intended at uplifting the respective beneficiaries, most of them "poorest of the poor".

"Milch cows scheme, for instance, envisages benefiting 60,000 persons in five years. Jersey cross-breed cows are provided to beneficiaries which will yield good quantity of milk. This will help in milk production going up in the State (over the years) resulting in (another) white revolution," she said at the function coinciding with the birth anniversary of Dravidian icon, the late C N Annadurai.

The goats scheme, for which the beneficiaries were being selected from the "poorest of the poor," will help such persons "stand on their own feet," in the next two years, ensuring their "economic independence," she said.

For both the aforesaid schemes, 30 percent of the scheme was reserved for Adi Dravidars and Scheduled Tribes, she said adding this was an effort to uplift the said communities.

மாமணியாம் இந்த சுதந்திரம் பற்றிய பல்வேறு உணர்வுகளை இத்தருணத்தில் நம்முள்ளே கிளர்ந்தெழச் செய்கிறது. இந்தியத்  திருநாட்டின் சுதந்திரத்திற்காக தங்கள் இன்னுயிரைத் துச்சமென மதித்து, உயிர் தியாகம் செய்த தியாகச் செம்மல்கள் நிறைந்திட்ட மாநிலம் நம் தமிழகம்.  வன்முறைகளுக்கு இடம் கொடாமல், அஹிம்சை மூலமே அடிமை விலங்கைத் தகர்த்தெறிந்த தியாகச் செம்மல்கள் வலம் வந்த இடம் என்ற பெருமையும் பெற்றது நம் தமிழகம். நாட்டின் விடுதலை ஒன்றையே குறிக்கோளாகக் கொண்டு, தங்களின் சொந்த நலன்களைக் கிஞ்சித்தும் சிந்திக்காமல் நாட்டு விடுதலைக்காகவே தங்கள் வாழ்நாளை அர்ப்பணித்த அந்தத் தியாகச் செம்மல்களை நினைவு கூறும் திருநாள் இது. அனைத்து தரப்பு மக்களும் சாதி, மத, இன வேறுபாடுகளைக் களைந்து, வறுமையில் வாடுவோர் வளம் பெற்று, அனைத்துத் தரப்பு மக்களும் அச்சமின்றி வாழ்வது தான் உண்மையான சுதந்திரம்.அந்த வகையில், இந்த சுதந்திரத் திருநாள், தமிழக மக்களுக்கு இரட்டிப்பு மகிழ்ச்சி அளிக்கும் தன்னிகரில்லாத் திருநாள்.  தமிழக மக்களின் முகங்களில், ஊற்றெடுக்கும் மகிழ்ச்சியை காண்கின்ற திருநாள்.  64 ஆண்டுகளுக்கு முன்னர் ஆங்கிலேயரிடமிருந்து நாம் பெற்ற சுதந்திரத்தை இன்று கொண்டாடி மகிழும் அதே வேளையில், தங்களைக் கடந்த ஐந்து ஆண்டுகளாக அடிமைப்படுத்தி இருந்த விலங்கு தற்போது தகர்த்தெறியப்பட்டுள்ளதைத் தமிழக மக்கள் உவகையுடன் கொண்டாடி வருகிறார்கள். கடந்த ஐந்து ஆண்டுகளில் எந்த ஒரு துறையிலும் மக்களுக்குச் சுதந்திரம் இல்லை. தமிழக மக்களின் அன்றாட வாழ்க்கையே அச்ச உணர்வில் தான் கழிந்தது. எனவே தான், ஐந்து ஆண்டு கால கொடுங்கோல் குடும்ப ஆட்சி ஒழிந்து, அனைத்திந்திய அண்ணா திராவிட முன்னேற்றக் கழகத்தின் மக்களாட்சி மலர்ந்தவுடன், மீண்டும் ஒரு சுதந்திரம் கிடைத்த உணர்வு தமிழக மக்களிடையே எழுந்துள்ளது.கடந்த ஐந்து ஆண்டுகளாக தமிழக மக்கள் சந்தித்த மிக முக்கியமான பிரச்சனை சட்டம்-ஒழுங்கு சீரழிவு.  அமைதிப் பூங்காவாக இருந்த தமிழகத்தை அமளிக் காடாக மாற்றினார்கள் முந்தைய ஆட்சியாளர்கள். இதனை சீர்செய்யும் விதமாக  சட்டம்-ஒழுங்கை நிலைநாட்டவும், நிருவாகத்தை செம்மையாக்கவும் எனது தலைமையிலான அரசு முன்னுரிமை அளித்து வருகிறது.நான் முதலமைச்சராக பொறுப்பேற்கும் போதெல்லாம், காவலர்கள் தங்கள் பணிகளில் எத்தகைய குறுக்கீடும், இடையூறும் இல்லாமல் சுதந்திரமாகச் செயல்பட்டு, மக்களுக்கான தங்கள் கடமையை செவ்வனே செய்ய வழிவகை ஏற்படுகிறது.  அப்போதேல்லாம் சமூக விரோதிகள் மீதும், தீவிரவாதிகள் மீதும் கடுமையான நடவடிக்கைகள் மேற்கொள்ளப்பட்டு, தமிழகம் ஒரு அமைதிப் பூங்காவாகத் திகழ்கிறது.  அதே போன்று, தற்போதும், சட்டம்-ஒழுங்கை நிலைநாட்டி, மக்கள் எவ்வித பயமும் இன்றி அமைதியாக தங்களது வாழ்க்கையை நடத்தத் தேவையான அனைத்து நடவடிக்கைகளையும் எனது தலைமையிலான அரசு முனைப்புடன் எடுத்து வருகிறது.ஒரு மாநிலத்தில் சட்டம்-ஒழுங்கு சிறப்பாக நிலைநாட்டப்பட வேண்டும் எனில், அந்த மாநிலத்தில் காவலர்கள் தங்கள் பணிகளில் எந்தவித குறுக்கீடும் இன்றி, தங்கள் பணிகளை நியாயமாகவும், நேர்மையாகவும் செய்ய வேண்டும். கடந்த 5 ஆண்டு காலமாக சமூக விரோதிகளைக் கண்டு காவலர்கள் அஞ்சிய துர்பாக்கியமான சூழ்நிலையை தலைகீழாக மாற்றி, சமூக விரோதிகள் காவலர்களைக் கண்டு அஞ்சும் சூழ்நிலையை நான் பொறுப்பேற்ற உடனேயே மீண்டும் உருவாக்கி உள்ளேன் என்பதைச் சுட்டிக்காட்ட கடமைப்பட்டிருக்கிறேன்.எல்லோரும், எல்லாமும் பெற்று, வாழ்வில் வளம் பெறும் வகையிலான ஆட்சி அமைவதே சிறந்த மக்களாட்சி ஆகும். இவ்வாறான மக்களாட்சியில் தான், ஏழைகளும், வசதி படைத்தோருக்கு இணையான வசதிகளைப் பெற இயலும்.  எனவே தான், மூன்றாவது முறையாக தமிழ்நாடு முதலமைச்சராக நான் பொறுப்பேற்றுள்ள இத்தருணத்தில், அனைத்து தரப்பு மக்களும் பயன் பெறும் வகையில், குறிப்பாக, ஏழை, எளிய மக்கள் வாழ்வில் வளம் ஏற்படும் வகையில், பல்வேறு நலத் திட்டங்களை எனது அரசு வகுத்து செயல்படுத்தி வருகிறது. வாழ்க்கைக்கு இன்றியமையாத தேவைகளில் அனைத்து தரப்பு மக்களும் தன்னிறைவு பெறுவது ஒரு சிறந்த பொருளாதாரக் கோட்பாடாகும்.  அந்த வகையில், மக்களின் இன்றியமையாத் தேவைகளை நிறைவு செய்யும் வகையில், சில பொருட்களை, விலை இன்றி, எங்கள் அரசு வழங்கி வருகிறது.  விலையின்றி இவ்வாறு வழங்குவதை "இலவசம்" என்று நாங்கள் கொச்சைப்படுத்த விரும்பவில்லை. ஏழை, எளியவர்களுக்கு இவ்வாறு பொருட்களை விலை இன்றி வழங்குவது மக்கள் நலன் பேணும் அரசின் கடமை ஆகும். எனவே தான், நான் ஆட்சிப் பொறுப்பேற்ற அன்றே, பொது விநியோகத் திட்டத்தின் கீழ் வழங்கப்படும் அரிசியை, விலை ஏதுமின்றி வழங்க ஆணையிட்டேன்.அதே போன்று, வாழ்வாதாரம் ஏதும் இன்றி, அன்றாட வாழ்க்கையை நடத்தவே இயலாமல் உள்ள முதியோர், உடல் ஊனமுற்றோர், கணவனால் கைவிடப்பட்ட பெண்கள் மற்றும் கைம்பெண்களுக்கான மாத உதவித் தொகையை 500 ரூபாயிலிருந்து  1000 ரூபாயாக உயர்த்தி வழங்க ஆணை பிறப்பித்தேன். இந்த அடிப்படையில் தான், பெண்களின் வாழ்க்கை வசதிக்காக மிக்ஸி, கிரைண்டர் மற்றும் மின் விசிறி வழங்கும் திட்டத்தை பேரறிஞர் அண்ணா பிறந்த நாளான செப்டம்பர் 15 ஆம் நாள் துவங்க உள்ளோம். ஆடம்பரத் தேவைகள் கூட அத்தியாவசியத் தேவைகளாக மாறி விட்ட இன்றைய நவீன யுகத்தில், குடும்பத் தலைவிகளின் வேலைப் பளுவை குறைக்கும் வகையில், மிக்ஸி மற்றும் கிரைண்டர் ஆகியவை வழங்கப்பட உள்ளன.  அதே போன்று தான், அன்றாட வாழ்விற்கு அத்தியாவசியமாக விளங்கும் மின் விசிறியையும் மகளிருக்கு வழங்க உள்ளோம்.இதே போன்று, தமிழர் திருநாளான பொங்கல் திருநாளை முன்னிட்டு,  வேட்டி-சேலைகள் வழங்கப்பட்டு வருகின்றன.  இந்தத் திட்டத்தை "இலவசம்" என்ற கண்ணோட்டத்தில் பார்க்காமல், ஏழை, எளிய மக்கள் பயன் பெறும் திட்டமாகவும்; கைத்தறி மற்றும் விசைத்தறி தொழில்களில் ஈடுபட்டுள்ள நெசவாளர்களின் வேலைவாய்ப்பைப் பெருக்கும் திட்டமாகவும் தான் பார்க்க வேண்டும்.இவ்வாறு, மக்களின் அத்தியாவசியத் தேவைகளை அரசே வழங்கும் அதே நேரத்தில், இது ஒரு நிரந்தரத் தீர்வு என்று எனது அரசு கருதவில்லை.   மக்கள் தங்களது அத்தியாவசியத் தேவைக்கு அரசை எப்போதும் சார்ந்து இராமல் தங்கள் சொந்தக் கால்களிலேயே நின்று, தங்களுக்குத் தேவையானதை தாங்களே வாங்கிக் கொள்ளும் அளவிற்கு அவர்களது பொருளாதார நிலை உயர வேண்டும் என்பது தான் எனது தலைமையிலான அரசின் எண்ணம் ஆகும்.  ஏழைகள் தங்கள் சொந்தக் கால்களிலேயே நிற்க வேண்டுமெனில், ஏழை, எளிய மக்களைப் பொருளாதார நடவடிக்கைகளில் ஈடுபடச் செய்து, அவர்களின் பொருளாதார நிலையை உயர்த்துவது மக்கள் அரசின் கடமை ஆகும். இந்த அடிப்படையில், ஊரகப் பகுதிகளில் உள்ள ஏழை, எளிய குடும்பங்களின் பொருளாதார நிலையை மேம்படுத்தும் உன்னத நோக்கத்தோடு, வரும் ஐந்து ஆண்டுகளில் 7 லட்சம் ஏழை, எளியோருக்கு தலா 4 ஆடுகள் வழங்கும் திட்டத்தை, அதாவது 28 லட்சம் ஆடுகள் வழங்கும் திட்டத்தை எனது அரசு செயல்படுத்த உள்ளது.  இந்த ஆடுகள் வழங்கும் திட்டமும் பேரறிஞர் அண்ணா பிறந்த நாளான செப்டம்பர் 15 ஆம் நாள் முதல் துவக்கப்பட உள்ளது.  ஏழை, எளியவர்களின் வாழ்வில் ஏற்றத்தை உருவாக்கும் இன்னொரு மகத்தான திட்டம் தான் கறவை மாடுகள் வழங்கும் திட்டம் ஆகும். இந்தத் திட்டத்தின்படி 5 ஆண்டுகளில், 60,000 கறவை மாடுகள் வழங்க வழிவகை செய்யப்பட்டுள்ளது.  இந்த இரண்டு திட்டங்களிலும் வழங்கப்படும் ஆடுகள் மற்றும் கறவை மாடுகளைத் தேர்ந்தெடுக்கும் உரிமை பயனாளிகளுக்கே வழங்கப்பட்டு, ஏழை, எளியவர்களின் உரிமை நிலை நாட்டப்படும். நான் ஆட்சிப் பொறுப்பில் இருக்கும் போதெல்லாம், மகளிர் மேம்பாடு மற்றும் குழந்தைகளின் நலனுக்கு முக்கியத்துவம் தரும் வகையில் பல முன்னோடித் திட்டங்களை முனைப்புடன் செயல்படுத்தி வருகிறேன்.  அந்த வகையில், என்னுடைய சிந்தனையில் உதித்த ஒரு சிறப்பான திட்டம் தான், 1992-ல் சேலம் மாவட்டத்தில் ஆரம்பிக்கப்பட்ட “தொட்டில் குழந்தைத் திட்டம்’’ ஆகும்.  இந்தியாவில் பல மாநிலங்களில் பெண் சிசுவதை நடந்து கொண்டிருந்தாலும், எனது தலைமையிலான தமிழக அரசு மட்டுமே முதன் முதலாக சிசுக் கொலையை முற்றிலும் ஒழித்திடவும், குழந்தைகளை இறப்பின் பிடியிலிருந்து காப்பாற்றவும் உறுதி பூண்டு, 1992 ஆம் ஆண்டில் சேலம் மாவட்டத்தில் “தொட்டில் குழந்தை திட்டம்’’ என்ற மகத்தான திட்டத்தினை அறிமுகப்படுத்தியது.  2001 ஆம் ஆண்டு, நான் இரண்டாவது முறையாக தமிழ்நாட்டின் முதலமைச்சராகப் பொறுப்பேற்ற போது, தொட்டில் குழந்தை திட்டம் மீண்டும் புத்துயிர் பெற்றது.  பெண் சிசுக்கொலை நடைமுறையில் இருந்த, மதுரை, தேனி, திண்டுக்கல் மற்றும் தர்மபுரி ஆகிய 4 மாவட்டங்களிலும் இத்திட்டம் விரிவுப்படுத்தப்பட்டு, குழந்தை வரவேற்பு மையங்கள் ஆரம்பிக்கப்பட்டன. 2011 ஆம் ஆண்டு மக்கட்தொகை கணக்கெடுப்பில், கடலூர், அரியலூர், பெரம்பலூர், விழுப்புரம் மற்றும் திருவண்ணாமலை மாவட்டங்களில் குழந்தை பாலின விகிதத்தில் பெண் குழந்தை பிறப்பு விகிதம் கவனிக்கத் தக்க வகையில் இறங்கு முகமாக உள்ளதால், இந்நேர்வில் அரசின் தனிக் கவனம் தேவைப்படுவதை உணர்ந்து, கடலூர், அரியலூர், பெரம்பலூர், விழுப்புரம் மற்றும் திருவண்ணாமலை ஆகிய ஐந்து மாவட்டங்களிலும் தொட்டில் குழந்தை வரவேற்பு மையங்கள் தொடங்க எனது அரசு சமீபத்தில் ஆணைப் பிறப்பித்துள்ளது. பெண்  கல்வியை ஊக்குவிக்கும் பொருட்டு, முதலமைச்சரின் பெண் குழந்தை பாதுகாப்புத் திட்டம் என்னும் ஒரு முன்னோடியான திட்டத்தை எனது தலைமையிலான அரசு செயல்படுத்தி வருகிறது.  இந்தத் திட்டத்தின் கீழ், ஒரு பெண் குழந்தை மட்டும் உள்ள பெற்றோர் குடும்ப நல அறுவை சிகிச்சை மேற்கொண்டால், அந்தப் பெண் குழந்தையின் பெயரில் வைக்கப்படும் வைப்புத் தொகை 22,200 ரூபாயில் இருந்து 50,000 ரூபாயாகவும்; இரண்டு பெண் குழந்தைகள் மட்டும் உள்ள பெற்றோர் குடும்ப நல அறுவை சிகிச்சை மேற்கொண்டால், அந்தப் பெண் குழந்தைகளின் பெயரில் வைக்கப்படும் வைப்புத் தொகை தலா 15,200 ரூபாயில் இருந்து தலா 25,000 ரூபாயாகவும் உயர்த்தப்பட்டுள்ளது. அடுத்ததாக, தங்கத்தின் விலை விண்ணை எட்டும் அளவு ஏறிக் கொண்டிருக்கும் இந்த நேரத்தில், மகளிரின் நலன் காக்கும் வகையில், பல்வேறு திருமண உதவித் திட்டங்களின் கீழ் பயன் பெறும் அனைத்து பயனாளிகளுக்கும் 25,000 ரூபாய் உதவித் தொகையுடன், திருமணத்திற்கு திருமாங்கல்யம் செய்வதற்காக 4 கிராம் தங்கக் காசு வழங்கவும்; கல்வியறிவு பெற்ற மகளிரை ஊக்குவிக்கும் வகையில், அந்தப் பயனாளிகள் பட்டம், பட்டயப்படிப்பு முடித்திருப்பின், அவர்களுக்கு வழங்கப்படும் 4 கிராம் தங்கக் காசுடன், திருமண உதவித் தொகையை  50,000 ரூபாயாக உயர்த்தி வழங்கவும் நான் ஆணையிட்டுள்ளேன்.  மேலும், மகளிருக்கு அதிகாரம் அளிக்கப்பட வேண்டியதன் முக்கியத்துவத்தை நாங்கள் உணர்ந்துள்ள காரணத்தால் தான், ஆடுகள் வழங்கும் திட்டம் மற்றும் கறவை மாடுகள் வழங்கும் திட்டம் ஆகிய இரண்டு திட்டங்களின் கீழும், பெண்களையே பயனாளிகளாகத் தேர்ந்தெடுக்கவும், மகளிரைக் குடும்பத் தலைவராகக் கொண்ட குடும்பங்களுக்கு முன்னுரிமை அளிக்கவும் முடிவெடுத்துள்ளோம்.உண்மையான மக்கள் அரசு, சமூக நீதியை நிலை நாட்ட உறுதியான நடவடிக்கைகளை மேற்கொள்ள வேண்டும்.  இந்த அடிப்படையில், பிற்படுத்தப்பட்டோர், மிகவும் பிற்படுத்தப்பட்டோர் ஆகியோருக்கான இட ஒதுக்கீட்டை வழங்குவதில் எனது தலைமையிலான அரசு முன்னோடியாகத் திகழ்கிறது. தமிழ்நாடு மாநில பிற்படுத்தப்பட்டோர் ஆணையம் அளித்த பரிந்துரையை ஏற்று, பிற்படுத்தப்பட்டோர், மிகவும் பிற்படுத்தப்பட்டோருக்கு தற்போது அளிக்கப்பட்டு வரும் 50 விழுக்காடு  இட ஒதுக்கீட்டைக் காக்கும் வகையில் 11.7.2011 அன்று அரசாணை வெளியிடப்பட்டுள்ளது. தமிழ்நாட்டில் கல்வி மற்றும் வேலை வாய்ப்புகளில், பிற்படுத்தப்பட்டோருக்கு 30 விழுக்காடு; மிகப் பிற்படுத்தப்பட்டோர் / சீர் மரபினருக்கு 20 விழுக்காடு; ஆதி திராவிட வகுப்பினருக்கு 18 விழுக்காடு; பழங்குடியினருக்கு 1 விழுக்காடு; ஆக மொத்தம், 69 விழுக்காடு இட ஒதுக்கீடு தொடர்ந்து கடைபிடிக்கப்பட இந்த அரசாணை வகை செய்துள்ளதன் மூலம் சமூக நீதி நிலை நாட்டப்பட்டுள்ளது.  மேலும், வளமான பிரிவினரை நீக்கம் செய்யாமல் இட ஒதுக்கீடு கடைப்பிடிக்கப்பட இந்த அரசாணையில் உத்தரவு பிறப்பிக்கப்பட்டுள்ளது.  சமூக, பொருளாதார ரீதியாக பின்தங்கியுள்ள ஆதிதிராவிடர் மற்றும் பழங்குடியினர், வாழ்வில் முன்னேற்றம் பெற்று அதன் மூலம் சமூக, பொருளாதார மேம்பாட்டினை அடையும் வகையில் பல்வேறு முன்னோடித் திட்டங்களை எனது தலைமையிலான அரசு செயல்படுத்தி வருகிறது.  ஆதிதிராவிட மற்றும் பழங்குடியின மாணவ, மாணவியர் தங்கிப் பயிலும் விடுதிகள், அவர்கள் செம்மையாகக் கற்பதற்கு ஏற்ற சூழலை உருவாக்கும் வகையில், மாநிலம் முழுவதும் உள்ள 1080 ஆதிதிராவிடர் நலத்துறை விடுதிகளில், 83 கோடியே 40 லட்சம் ரூபாய் மதிப்பீட்டில் கட்டமைப்பு வசதிகளை மேம்படுத்திட ஆணையிடப்பட்டுள்ளது.  அதே போல், வாடகைக் கட்டடங்களில் இயங்கி வரும் பிற்படுத்தப்பட்டோர், மிகவும் பிற்படுத்தப்பட்டோர், சீர் மரபினர் மாணவ, மாணவியர் தங்கும் 148 விடுதிகளுக்கு சொந்தக் கட்டடம் கட்ட இந்த ஆண்டு 36 கோடி ரூபாய் ஒதுக்கீடு செய்யப்பட்டுள்ளது.  மேலும், ஆதி திராவிட பள்ளி மாணவ, மாணவியருக்கு தற்போது வழங்கப்படும் மாத உணவுப் படி 450 ரூபாயிலிருந்து  650 ரூபாயாகவும்; கல்லூரி மாணவ, மாணவியருக்கு வழங்கப்படும் மாத உணவுப் படி 550 ரூபாயிலிருந்து 750 ரூபாயாகவும் உயர்த்தி வழங்க முடிவெடுக்கப்பட்டுள்ளது.  அதே போல், விடுதிகளில் தங்கிப் பயிலும் பிற்படுத்தப்பட்ட, மிகவும் பிற்படுத்தப்பட்ட பள்ளி மாணவ, மாணவியர்களுக்கு தற்போது அளிக்கப்படும் மாத உணவுப் படி 450 ரூபாயிலிருந்து 650 ரூபாயாகவும்; கல்லூரி மாணவ, மாணவியர்களுக்கு 550 ரூபாயிலிருந்து 750 ரூபாயாகவும் உயர்த்தி வழங்க முடிவெடுக்கப்பட்டுள்ளது.21 ஆம் நூற்றாண்டு அறிவுசார் மனித வளத்தை நம்பியே உள்ளதால், எனது தலைமையிலான அரசு அறிவுசார் மனித வள மேம்பாட்டிற்கு அதிக முக்கியத்துவம் அளித்து வருகிறது.  அறிவுசார் மனித வளம் மேம்பாடு அடைய வேண்டுமெனில், அனைவருக்கும் தங்குத் தடையின்றி, தரமான கல்வி கிடைப்பது உறுதி செய்யப்பட வேண்டும்.  அந்த வகையில், மேல்நிலைப் பள்ளிகளில் இருந்து இடைநிற்றலைக் குறைக்கும் பொருட்டு, பத்தாம் வகுப்பில் இருந்து பனிரெண்டாம் வகுப்பு வரை பயிலும் அனைத்து மாணவ, மாணவியருக்கும் ஒரு சிறப்பு ஊக்கத் தொகை வழங்க எனது தலைமையிலான அரசு முடிவு செய்துள்ளது.  அரசு மற்றும் அரசு உதவி பெறும் பள்ளிகளில் பத்தாம் வகுப்பு பயிலும் மாணவ, மாணவியருக்கு 1,500 ரூபாயும்; மேல்நிலை முதலாம் ஆண்டு பயிலும் மாணவ, மாணவியருக்கு 1,500 ரூபாயும்; மேல்நிலை இரண்டாம் ஆண்டு பயிலும் மாணவ, மாணவியருக்கு 2,000 ரூபாயும் ஊக்கத் தொகையாக வழங்கப்படும்.  இந்தத் தொகை மாணவ, மாணவியர்களின் பெயரில் பொதுத் துறை நிதி நிறுவனங்களில் வைப்புத் தொகையாக வைக்கப்பட்டு, அவர்கள் பள்ளிப் படிப்பை முடிக்கும் போது அந்த மொத்தத் தொகையான 5,000 ரூபாய் வட்டியுடன் அவர்களுக்கு வழங்கப்படும்.  இது மாணவ, மாணவியரின் மேல்நிலைப் பள்ளிப் படிப்பை ஊக்குவிப்பதுடன், கல்லூரிப் பேரறிஞர் அண்ணா பிறந்த நாளான செப்டம்பர் 15 ஆம் நாள் முதல் எனது தலைமையிலான அரசு துவங்க உள்ளது.  ஏழை, எளிய மக்களுக்கு பயன் தரக்கூடிய மக்கள் நலத் திட்டங்களுக்கு முன்னுரிமை அளிக்கும் அதே நேரத்தில், தமிழகத்தில் பெருமளவில் முதலீடு செய்யும் வகையில், தொழில் முனைவோர்களை ஈர்ப்பதற்கான தொலைநோக்குப் பார்வையுடன் கூடிய உட்கட்டமைப்பு வசதிகளை உருவாக்குவதற்கான திட்டங்களை எனது தலைமையிலான அரசு செயல்படுத்தும். பொருளாதார வளர்ச்சியின் பயன் அனைவரையும் சென்றடைய வேண்டுமெனில் வேளாண்மை, தொழில் மற்றும் சேவைத் துறைகளின் வளர்ச்சி சீராக அமைய வேண்டும்.  எனவே,  முதன்மை துறையான விவசாயம், கால்நடைத் துறை, மீனளம் போன்றவற்றின் வளர்ச்சிக்காக எனது தலைமையிலான அரசு சிறப்பான திட்டங்களைத் தீட்டி உள்ளது.அனைத்துத்  தரப்பு மக்களையும் உள்ளடக்கிய பொருளாதார வளர்ச்சியினால் மட்டுமே வறுமை ஒழிவது மாத்திரம் அல்லாமல், பொருளாதார வளர்ச்சியின் பயன் அனைத்து தரப்பு மக்களையும் சென்றடையும் என்ற உண்மையை எனது தலைமையிலான அரசு நன்கு உணர்ந்துள்ளது. எனவே தான், ஏழை, எளிய குடும்பங்களில் பொருளாதார மாற்றத்தை ஏற்படுத்தும் வகையில் திட்டங்களைச் செயல்படுத்தி, அந்தக் குடும்பங்கள் வறுமையின் பிடியிலிருந்து விடுபடுவதற்கான நடவடிக்கைகளை எனது அரசு எடுத்து வருகிறது.   இந்த அடிப்படையில், அனைத்து தரப்பு மக்களுக்கும் பயன் அளிக்கக் கூடிய பல புதிய மக்கள் நலத் திட்டங்கள் தொடர்ந்து கொண்டே இருக்கும்.- என்று முதல்வர் தனது உரையில் குறிப்பிட்டுள்ளார்.
